The Simla Deputation of 1906 was when prominent Muslim leaders met with Lord Minto to demand separate electorates and proportional political representation for Muslims in India. In response to their concerns, the All-India Muslim League was formed later in 1906 to safeguard Muslim interests. The Minto-Morley Reforms of 1909 were introduced to expand Indian participation in governance and, crucially, to grant Muslims separate electorates, addressing their fears of being politically marginalized in a Hindu-majority country. These reforms marked the beginning of communal representation in India’s political system.

The Muslim League was formed in 1906 because many Muslims in India felt they needed their own political group to protect their rights and interests. They were worried that, as a minority, they wouldn’t have enough say in a country where most people were Hindus. The Muslim League wanted to make sure Muslims had a strong voice in decisions about India’s future, especially in politics, education, and other important areas. Later, the League also played a big role in the demand for a separate country, which eventually became Pakistan.

The Minto-Morley Reforms of 1909 were introduced by the British government to give Indians a bit more say in how they were governed. These reforms allowed more Indians to join legislative councils, where laws were discussed. The key change was the introduction of separate electorates, which meant Muslims could vote for their own representatives in these councils. This was done to address Muslim concerns that they might not have enough political power compared to Hindus, who were the majority. The reforms were a step toward including more Indians in the government but still kept most power with the British.

John Morley (1838–1923) was a British statesman and intellectual who served as the Secretary of State for India from 1905 to 1910. He played a key role in introducing the Morley-Minto Reforms (Indian Councils Act of 1909), which expanded Indian representation in legislative councils and granted Muslims separate electorates. A liberal reformer, Morley sought to address rising demands for greater Indian participation in governance while maintaining British control. His policies aimed to appease both Indian nationalists and minority groups, especially Muslims.

The Partition of Bengal in 1905 split the large province of Bengal into two parts , one for Hindus and one for Muslims mainly to make it easier for the British to govern. However, this decision upset many people, especially Hindus in Bengal, because they felt it weakened their community and divided the region unfairly.

There were huge protests and movements against the partition, like boycotts of British goods and widespread public demonstrations. Because of this strong opposition, the British government decided to cancel, or annul, the partition in 1911. They reunited Bengal, but to calm Muslim concerns, they later made new provinces like Assam and Bihar to manage the region better. This annulment was seen as a victory for those who had opposed the partition.
