German leaders gathered in the palace of Versailles and declared the formation of the German empire. They declared the Prussian king as the emperor. Some countries in the North felt threatened by Germany but many countries also didn't want to upset the now powerful nation. White people were against the Commission because they feared they would end slavery. The Commission started to enforce the "Code Noir" which validates slave's rights, and this pushed separatists over the edge. The commission was in desperate need of men to fight the Governor and his troops, so they offered freedom and French citizenship to the enslaved.
