1.Identify the focus or specialty of the animal shelter. Before getting directly involved in planning an animal shelter, you should consider how your shelter will differ from other shelters in the area. If there is already an animal shelter that focuses on small dogs, for example, you may not want to base the shelter on housing small dogs. [1]
Think of a need in the community or animal adoption market that the animal shelter can fill. They can be older or aged dogs that are rarely adopted or mutilated animals that are not usually accepted in shelters for larger animals.
This will also ensure that you do not compete with other animal shelters in the area and give the shelter a clear focus. Although the animal shelter is made for the welfare of animals, it is also a business. You must treat it as a business that must be sustainable and attractive.

2.Create a budget for the shelter. Get the finances for the shelter in order by sitting down and creating a budget. The budget should cover all startup costs, all outgoing expenses, and all incoming funds. The budget must cover: [2]
Shelter structure costs: should include rental payments or building maintenance payments. You may also have to cover the costs of heating, water, and electricity.
Shelter Supplies - Should include any equipment needed to make the shelter functional for the animals, pet food, cleaning supplies, and waste disposal.
Animal Care Supplies - Should include the costs of routine veterinary treatment, sterilization services, microchipping, and toys for the animals.
You may also need to secure your vehicle as a vehicle to transport animals to and from the shelter.

3.Use part of your income as seed funding. Some animal shelter owners will treat the animal shelter as a part-time job and supplement the start-up costs with their full-time income from another job. This option is useful if you live in a household where two people have stable full-time jobs and can donate a portion of their income to the shelter.

4.Apply for government subsidies. Talk to your local chapter of The Humane Society and other national animal welfare associations to get an idea about government funding and what you may qualify for. Often times, local governments will provide funding to animal shelters to help maintain animal welfare in the area and animal control.

6.Fundraise in your area and online. You should also reach out to the community, local and online, to help maintain the shelter. Organize an online fundraising campaign to generate publicity for the shelter and raise money.
You can also organize a fundraising event with other animal shelters in the area or other animal-related businesses. Collaborate with community partners to promote the fundraising event, as this will help promote the refuge as a valuable asset to the area.

7.Apply for an animal shelter license. You can do this through your state department of agriculture. The cost of the license fee will depend on how many animals you plan to shelter at the same time and can range from a $ 100 license fee for 20 or fewer animals to a $ 400 license fee for 80 or fewer animals. [4]
To get a license, a city inspector will look at the animal shelter to make sure it is suitable for the animals. Then, it will collect the license fee and process the application.

8.Determine the type of accommodation you want to offer the animals. While you can think of an animal shelter as a separate building or structure that you rent or lease, you can also provide animal housing in the form of a small indoor shelter built in the backyard, or adapt an existing outdoor area to create a refuge. The size and type of accommodation you choose will depend on the space available, your skills, finances, and local laws on animal shelters in the area.

9.Decide how many animals you will accept at a time. Although it may be tempting to host as many animals as you can at the new shelter, doing so can lead to overcrowding and unsanitary conditions for the animals. Instead, it is best to put a limit on the number of animals you will accept at one time, especially as you have the shelter running.
