All private production was banned. The North Korean government used Soviet farming techniques which were harmful to soil, meaning that crops couldn’t be grown. The large scale crop growth that would be needed to help the famine was impossible as the land was not able to produce food due to depleted resources.
STRONG RESPONSE.

I think It’s both. The drought is making it hard for farmers to grow their crops and help feed their people, and they need water to help them do Thisbe successfully. But I also believe that the sanctions aren’t helping either as it’s creating many more people unable to feed themselves and their families, creating a higher amount of people relying on the aid of other countries. Their government isn’t sending the aid where it needs to be. Although their plan to send the aid to the already stable area of NK is in theory a good idea it will take a lot of years before any of their future visions can have an impact of the other areas of NK who are in real need of aid.

The sanctions they give to NK are only in retaliation to NKs missile tests and their production of nuclear weapons. The DPRK knows that their actions go against that of the UN and if the UN is irresponsible in its punishments of NK, is the NK government not equally irresponsible for continuing to produce and test these weapons instead of conceding and focusing on helping their people and fixing their economy?

The UN sanctions are trying to teach the NK government a lesson and force them to stop certain behaviours. However, so far NK show no signs of changing their actions. The only impact that sanctions are having is putting the disadvantaged people in NK into an even worse situation. If NK feels like they have to fight continuously then they are not likely to ask for help and when they do they won't want to show the full extent of their problems as it makes them seem weak and vulnerable to countries that they need to seem strong in front of so aid won't be welcomed. Someone has to be the bigger person and swallow their pride in order to help starving people in NK and their own government are too proud so the UN should take the first step

Both drought and sanctions contribute to famine. Drought, as there is no way to reproduce the needed crops to sustain the public and sanctions because the funds needed to produce food aren't there (even though military spending probably wouldn't allow much money to be spent on food anyway).
