I feel like the issues would be solved if Ms.Narwin made the lesson interesting for him. A dull class makes students not want to cooperate with you. Maybe if she had the class reading something up to date or modern he would do better in her classroom. Then he would actually try like he does in math. 

He also needs to try harder in class. It's not like he can't make sacrifices or study he just chooses not to do it for her class.

Phillip is being lazy. It is true that he doesn't put in a strong effort.
