Vickie Southall is an Assistant Professor of Nursing at the University of Virginia School of 

Nursing where she has taught pediatric and community health nursing for many years.  She has 

received nine Innovative Teaching Awards.  She earned her BSN from Virginia Commonwealth 

University in 1978 and her MSN in Pediatric Nursing from the University of Virginia in 1985.  

She has 27 years’ experience in school health and wrote Guidelines for Healthcare Procedures in 

Schools, which is used in Virginia public schools.  She is a National Board Certified School 

Nurse and is a member of Virginia's School Nurse Institute Partnership, Region Co-Director for 

the Virginia Association of School Nurses, and has authored a chapter in Carol Costante's book 

for school nurse administrators.  She was recently awarded UVA’s first-ever Excellence in 

Public Service Award.  

Vickie has been presenting in large and small classroom settings at the University of Virginia for 

33 years.  She has given five podium presentations and seven poster presentations at NASN 

conferences, as well as numerous presentations at other state and national conferences.

Christopher  P.  Holstege,  M.D.  is  a  University  of  Virginia  Professor  of  Emergency  Medicine  and  

Pediatrics within the School of Medicine, Chief of the Division of Medical Toxicology, Director of the 

Blue Ridge Poison Center, and Executive Director of the Student Health & Wellness Department.  Dr. 

Holstege  clinically  provides  care  for  poisoned  patients  and  serves  as  a  practicing  member  of  the

Erin D. Maughan PhD, RN, PHNA-BC, FNASN, FAAN is an associate professor in the School 

of Nursing at George Mason University. She has over 22 years of experience working in school 

health as a frontline school nurse, the state school and adolescent school nurse consultant for the 

Utah Department of Health, and as a school nurse researcher. As the former Director of Research 

at the National Association of School Nurses she co-led the development of a national uniform 

data set for school nurses, identification of school nurse indicators, and the creation of NASN’s 

Framework for 21st Century School Nursing Practice™. She also is the CEO of Center for 

School Health Innovation & Quality. Throughout her career, Dr Maughan has studied and 

provided consultation on issues related to school-age children and school nurse staffing. Dr 

Maughan is a Fellow in the National Academy of School Nurses and American Academy of 

Nursing. Dr. Maughan is certified as an advanced public health nurse; was a Johnson and 

Johnson School Health Fellow, and is a Robert Wood Johnson Foundation Executive Nurse 

Fellow alumni (2013 cohort). Her career is dedicated to children’s health, especially those living 

in vulnerable situations. 

 

 

Martha Montgomery, Ed.S is the School Psychology Specialist in the Office of Student Services 

at the Virginia Department of Education. At the VDOE, she focuses on building the capacity of 

school psychologists and other specialized instructional support staff (SISP) to offer the 

provision of a broad scope of services that support the academic, behavioral, and social 

emotional needs of all students. Some of those efforts include suicide prevention, social 

emotional learning, cultural competence, bullying prevention, and mental health awareness.  

During her 24 years as a school psychologist in Virginia public schools, she provided 

comprehensive psychological services to students, aged two through 21. She completed 

psychological evaluations to assess students with suspected disabilities, participated in school 

threat and risk assessments, created and provided training for educators, and conducted 

functional behavioral assessments to develop behavior intervention plans. She provided direct 

counseling services and ongoing support to the school division’s middle school intensive 

therapeutic program and trained school staff in how to de-escalate and manage challenging 

behaviors in students.

Betsy is the Mental Health and Suicide Prevention Programs Coordinator at DCJS in the Center 

for School and Campus Safety. She was a teacher, school counselor, school administrator, and 

director of school counseling before joining DCJS. She attended the University of Virginia for 

her teaching degrees, obtained a Master’s degree in Counseling and Development form George 

Mason University, and did doctoral work at William and Mary.
