Financial cost of social exclusion in The UK

In an effort to asses the cost of service use by children with antisocial behaviour, the government of U.K. conducted a study, in which 142 children from London borough were randomly selected to take part. The study began in 1970 when the children were 10 years old. The objective of the research is to compare the increasing costs of public services used through adulthood by individuals with three levels of antisocial behaviour. Conduct disorder or antisocial behaviour is identified as disobedience, tantrums, fighting, destructiveness, lying and stealing.

The impact on public spending is substantial. By the age of 28 cost for individuals with conduct disorder were ten times higher than for those with no problems. The cost in value was over €79,600 per individual for the conduct disorder group and €8,439 for the no problem group. Antisocial behaviour in children is a major predictor of how much an individual will cost society. According to the study concluded in 1998, parental or social class has relatively small effect on antisocial behaviour. Associated with social and educational disadvantages antisocial behaviour in childhood often leads to lifelong social exclusion.

Exclusion from social system and its rights and privileges as a result of social or health status will in turn lead to social and educational disadvantages.

Lack of resources in mental health services for children, lack of effective prevention and intervention services found to be some of the reasons. As the result of the study the government of U.K. had launched a programme to reduce antisocial behaviour and social exclusion in high risk areas. The program aims to prevent antisocial behaviour in 4-12 year olds and avoid crime later. Behaviour management and social skill programmes for primary schools became available.

https://www.bmj.com/content/323/7306/191.full
