         <description><![CDATA[<div>1. The Bill is introduced- It can be introduced by a representative, senator, and a primary sponsor.<br><br>2. The Bill goes to committee- Representatives or Senator meet up to talk about the topic and research about it. They then vote to accept or reject the bill before sending it to the house or senate floor.<br><br>3.  Congress debates and votes- member of the House of senate debate the bill and propose changes before sending it to the president.<br><br>4. Presidential action- When the bill reaches the president he can finally approve the law.</div>]]></description>

If the majority of Congress votes for the bill than it is passed to the president to sign. If the president vetoes than it needs to pass congress with a 2/3 vote.</div>]]></description>
