Lincoln’s ten percent plan would have to be extended to 30-40% of voters. This would mean that it would be harder for the southern state to reenter the Union but at the same time it would enforce peace and reconciliation between the two. This new plan would also have to take place over the course of a couple of years so that each state can be readmitted at different times in order to keep the oath under control.
