Also use NGOs' reach as leverage for same purpose.

Train leaders of SewA, to provide information to their members regarding finance, taxation, and national budgeting.

Design opinion polls and questionnaires for various budget topics in hindi and local languages so that poor and uneducated people can understand them and participate in them.

Partner with SewA and SDI to distribute questionnaires and collect opinions of their members anonymously.

Also make use of high mobile phone penetration in India. Partner with telecom companies such as Bharti Airtel, Vodafone, etc. To send out questionnaires to users that they can reply to through sms.

Anonymity of process and individual opinions collection minimises corruption and prevents threats by political and economic elites in rural setting.
