Even thought the rating system worksheets said otherwise, the Patriots still won. In the end they did have a good army and navy. I didn't know how much problems George Washington would have from the terms of military service. Also, though I thought having a large navy, experienced officers and soldiers, and supplies/weapons were essential to winning the war.
