The operating system, communicates with the driver's of any device connected to it, this allows data to travel seamlessly between these I/O devices. These devices include but are not limited to the mouse, keyboard and printer. 

If an external device isn't performing like it should the OS makes a decision on what to do next. If its a mouse it would probably just not display any error and disable it completely
