Yes, it was right for Keesh to complain to the council. Because if we look at Keesh father, he went to hunt for food and killed a polar bear, which both very hard to kill and can be very dangerous or fatal. And in the end of the day, he divide the meat equally to everyone. But the council on the other hand, did not do that.

No, It was very wrong and disrespectful. They should have talked and discussed with Keesh himself. And see if there is something that would improve the community/the village and also to consider if it is right or wrong.

Keesh father did not divide the people, meaningless to say that he divide everyone with equal rights, such as: he gave the same proportion of meat to each of them.

Because they are astonished or could not believe that a little young boy, Keesh, could kill a polar bear by himself and is without being helped by any dogs.
