The Southern states were instilling laws that prohibited black people from having basic rights like everyone else. Section 2 also decreases the size of members in the house of representatives in that state if they refuse the right to vote for anyone. This was passed in june 8th 1866. The southern states refused to ratify this which set the reconstruction act of 1867 into motion.</p>]]></description>
