The person in white could be the pope and others are arguing amongst each other and creating riots. The person in the middle works for the king. The people in the room are a mix of 1st and 2nd estate. The people peaking in through the windows are the people 3rd estate who aren't allowed inside the room.

Maybe estates that arguing for an arrangement or to do something against the first estate, as f they are planning a revolution.

People are arguing with each other. There are lots of people, and it seems quite busy. 
There is also someone standing on a table, it seems like he is trying to get everyones attention and getting things under control. 
It also seems like there is a priest.

Maybe those people in the painting are planning to have revolution in some kind of court I think it is a tennis court or some place where you play something. The person who is standing in the middle is some tax person.
