- responsibility of the government to protect the financial market
- rating agencies should be liable for misinformation (but the government should make sure to control whether this information is misleading or not)
- if there's not enough competition the government could make sure to increase it 
- CRAs have natural monopol tendencies (government should make limits how big the market can get)
- the banks have the biggest responsibility, sometimes there needs to be a financial crisis to swamp the big companies away (nobody is 2big2fail)
