Declining numbers, high cost of doing business. They need govt support.  

Department of Education support.  (Government Scaling support).  

Business - have an interest in getting future staff to use new tech. Value of new ways to learn is not seen  - it's hard to show the ROIC for society.

Leadership - to bring the money - strength - to inspire people to show that it's an important social issue. (5)

Access - to technology and infrastructure , wireless connectivity, expertise in domain  - investing time and experiences.
