THE JUDGMENT ENFORCEMENT PROCESS

The following information is intended to provide you with an overview of how the process works:

STEP ONE – Determination of Collectability

- We must first determine if the judgment is even collectible. A preliminary search is conducted to determine if there are any assets worth going after and to verify that the judgment debtor has not filed bankruptcy.

- If a bankruptcy is filed and the Judgment Creditor is listed on the bankruptcy, the judgment is not collectible.

- If the judgment debtor has not listed the judgment creditor on the bankruptcy, we can proceed with caution, to enforce the judgment.

STEP TWO – Judgment Agreement Contract

- Once a judgment is deemed to potentially be collectible, Asset Recovery Associates will forward to the Judgment Creditor a Judgment Agreement Contract which outlines the fee split and time frame for enforcement.

STEP THREE – Assignment of Judgment

- In order for Asset Recovery Associates to enforce a judgment on your behalf, the judgment must be legally assigned to Asset Recovery Associates and filed with the appropriate court jurisdiction. This assignment is for an agreed upon and specified timeframe which is outlined in the Judgment Agreement.

STEP FOUR – Strategy

- Each judgment enforcement case is unique. Our skilled team will formulate an enforcement strategy for each case assigned to us that maximizes the potential for recovery.

STEP FIVE – Making a Recovery Just some of the options we employ for judgment enforcement:

- The debtor can cooperate and satisfy the judgment;

- Assets located are seized and/or liquidated; or

- The debtor can offer a payment plan or settlement. Asset Recovery Associates will communicate to you the proposed terms, but we retain the right to accept or decline any offers.

STEP SIX – Collect your money

- Once proceeds from a judgment recovery are received in our office, you will receive a check for your percentage as listed in the Agreement for Assignment.

In order to recognize achievements in raising public awareness about health care fraud, the CHCAA instituted the "Dr. Edward Mazak Advancement in Public Awareness Award" in 2005. Dr. Mazak was a practicing dentist as well as a Dental Consultant for a private insurer. His years of service to the dental profession and the insurance industry gave him a unique insight into the abuse of health care benefits and its overall affect on health care costs. This award is presented annually to individuals and organizations that have made an outstanding contribution to raising public awareness of health care fraud through efforts such as the development and implementation of a fraud awareness program or distributing anti-fraud information in a public forum.

The CHCAA congratulates the Insurance Bureau of Canada (IBC), who was this year's recipient of the Dr. Edward Mazak Advancement in Public Awareness Award, presented at the CHCAA Annual Conference on September 21, 2012 in Niagara Falls, ON.

"IBC is one of the best organizations actively promoting anti-fraud efforts. Over the past couple of years they have spent much time and resources, particularly in investigating staged auto collisions, an issue that has impacted upon the dollars spent in the health care system, due to fraudulent health insurance claims. With every arrest, they have been going to the press, and some of the stories emanating from these reports also highlight clinics and their involvement in fraud scams," said Joel Alleyne, Executive Director of the CHCAA.

Dr. Richard Isaacs: Kaiser South gets Level II trauma certification

Kaiser Permanente’s South Sacramento Medical Center has been verified by the American College of Surgeons as a Level II trauma center.

The center got provisional verification by the group last year so it could begin operations, but the process requires reviewers to evaluate the program after it is up and running.

Reviewers conducted another on-site review in March to evaluate trauma center staff, equipment and other resources to make sure they meet national standards. Full verification will be in effect until 2013.

Since opening Aug. 1, the new South Sacramento trauma center has treated an average of 150 patients per month.

“We are extremely proud that the American College of Surgeons has verified that our program meets their stringent standards,” Dr. Richard Isaacs, physician-in-chief at Kaiser Permanente South

Sacramento, said in a press release. “We have an excellent staff here and we are committed to caring for some of the area’s most critically injured patients.”

The South Sacramento hospital serves an area from Interstate 5 east to Rancho Cordova, and from Florin Road south to the San Joaquin County line.

The trauma center is a first for Kaiser Permanente nationwide.

Be careful, the government website you are visiting may not be the real deal. The Infocomm Development Authority (IDA) said it has seen a growing number of fake government websites over the past few years.

The problem has become serious enough for at least five government agencies to issue public advisories in the last six months against phishing.

They include the Immigration and Checkpoints Authority, the Ministry of Manpower (MOM) and the Ministry of Health. Police reports were made in several cases.

Phishing scams try to trick users into giving their personal or financial information through the use of fake websites or e-mail masquerading as official sources.

Such information can include credit card numbers, account usernames and passwords, and personal data such as identity card or passport numbers.

Police statistics revealed a rise in the number of cases reported under the Computer Misuse and Cybersecurity Act as well. While there were 169 cases reported in 2013, this rose to 278 last year.

"Many of these fake websites appear designed to scam people from overseas who may not be familiar with Singapore government Web services," an IDA spokesman told The Sunday Times. "We take a strong stand because such fake websites seek to ride on the good reputation of the Singapore Government and we will take all necessary steps to prevent such abuse."

The MOM, for example, has posted six notices on its website in the past six months to warn of fraudulent websites, some of which were phishing for visitors' personal data.

But the fake sites did not affect access to the official MOM website and no data was compromised, it stressed.

MOM urged the public to use only its official website.

A check on MOM Web archives found that it did not put up such notices over the same period a year ago, though it warned users of two fraudulent sites in 2014.

Mr Greg Russell, IBM Asia-Pacific's head of Trusteer, a unit of IBM Security, said phishing is growing in effectiveness and is inexpensive to carry out.

Malware, or malicious software that can steal data or manipulate online sessions, can be obtained at no cost, or at most US$20,000 (S$27,000), according to IBM data.

In some cases, malware may redirect unsuspecting users to a legitimate-looking website.

Government websites are always a target, he added, as they link to visitors' personal data.

He added that phishing sites are "rarely, if ever" located in the countries they are targeting. Many originate from Eastern Europe or China. The difficulty of detecting them could also be because "most phishing attacks are effective for 90 minutes", before the sites are taken off or discovered.

In that time, the damage could already be done, Mr Russell said.

Mr Peter Sparkes, Symantec's senior director of cyber security services for Asia-Pacific and Japan, said personal data such as identification or passport numbers are more valuable than credit card information as they are "non-perishable". "They can replicate your identity, for instance, to start a new bank account in your name... and the information can be sold again and again," he said, adding that phishing attacks are becoming more targeted and sophisticated.

“Mr David Freer of Intel Security's Asia-Pacific consumer division said users could check the domain name of the site and look for "https:" in the address, which indicates a secure connection. They should also avoid clicking on links in unsolicited e-mail and ignore call-to-action e-mail such as those claiming that "your account will be terminated".

“Victims who shared their e-mail usernames and passwords should change the latter immediately and those who have given out personal information should make a police report, he added.”

Besides engineering their tactics to the local context, attacks tend to target a smaller group of users instead of employing mass e-mail.

This makes scams harder to distinguish at a glance.

Increasingly, the people behind the scams are not just going for consumers, but also targeting large financial and e-commerce firms, said Mr David Freer, vice-president of Intel Security's Asia-Pacific consumer division.

Mr Sparkes said Singapore ranked first in Asia-Pacific and Japan, and third globally last year, as a destination for “spear phishing” or targeted attacks. In Singapore, there were an average of 3.6 cyber attacks for each organisation.

Mr Freer said users could check the domain name of the site and look for "https:" in the address, which indicates a secure connection. They should also avoid clicking on links in unsolicited e-mail and ignore call-to-action e-mail such as those claiming that "your account will be terminated".

Victims who shared their e-mail usernames and passwords should change the latter immediately and those who have given out personal information should make a police report, he added. "Being proactive and staying alert and aware of one's credit (record) is the best defence," he said.

Correction note: An earlier version of the story quoted Mr Freer as saying that Singapore ranked first in Asia-Pacific and Japan as a destination for “spear phishing”. It was actually Mr Sparkes who said it. We are sorry for the error.

Cyber security is usually the thing you never think about, unless your computer becomes infected. And it’s not just you, of course. Most Internet users share the same indifference towards information security, in spite of it being on the news weekly, if not daily.

Don’t you think it’s strange that we take so many precautions to keep our home and physical belongings safe, but invest so little resources into securing our digital lives, even though they have a huge impact on our revenue, reputation and relationships?

The fact of the matter is that we, as Internet users, are simply not doing enough to keep safe online. And there’s no scarcity when it comes to cyber threats and cyber attacks that come in all shapes, sizes and outcomes.

Just as the software you use is making your computer vulnerable to cyber attacks, so are your online habits. Let me line up just a few examples.

Do you have any of these compromising online habits?

1. Adopting a new app without checking its safety features

How many times have you downloaded an app without even thinking twice about how secure it is or how it handles all the data you put in it?

Maybe you read about it somewhere, maybe it’s a cool new startup that everyone’s talking about or maybe you were looking for an app that can help you organize your task list better. Irrespective of your purpose or intent, we’ve all done this.

The problem with this habit it that it’s not as insignificant as you may think it is. A good app is not only supposed to be easy to use, but it should also protect your information and your privacy. But the trust is that very few actually do, no matter if the companies are big or small (and don’t even get us started on the matter of privacy).

Friendly tip: Before installing an app on your phone or your laptop and giving it rights to access your private information, at least go to the software maker’s website and check the details. See if they seem legitimate, if they offer enough information and if their website at least uses https (a protocol that encrypts communication to keep it safe from prying cyber criminals’ eyes). Don’t just blindly let it into your digital life. It could be rogue, for all you know, or it could become a huge security risk if attackers would compromise it.

2. Lacking the cyber security knowledge and skills to know what to look for

Should you have the very honest intention of following up on the advice above, you may be confronted with a key issue: not knowing what to look for in terms of cyber security.

While it’s true that most aspects related to information security require technical knowledge, it’s also true that understanding the basics is something that everyone can do. Taking a Cyber Security for Beginners course can be a first step, but also reading a few articles on the subject can help.

You don’t need to become an expert to keep your computer and data safe. You just need to pay more attention and listen to the specialists’ advice. It’s often as simple as using strong passwords, the right security products and keeping a generally cautious attitude.

4. Systematically ignoring updates

How many times have you rolled your eyes when being prompted to update your Adobe Flash Player, Java or any other application you have installed?

Mhm. But here’s a not so fun fact: 8 applications are responsible for making 99% of Windows-running PCs vulnerable to cyber attacks. And you are currently using at least 3 of them.

Keeping your software up to date can protect you from 65% of cyber attack vectors, closing security holes before cyber criminals can exploit them.

Now, you’re most certainly going to think that you just don’t have time to do that, as there are more important items on your to-do list, but here’s a top tip: there are products that can update your software for you, automatically and silently, without ever interrupting your work or your flow. And that’s all for free!

5. Multitasking

Cyber criminals loooove multitaskers!

Why?

It’s rather simple: because they’re in a hurry to get more done and because they don’t pay adequate attention to every detail. Cyber criminals can use very creative ways to infect your system, from rogue websites, to infected banners and public Wi-fi networks set up to collect information about everything you do online while using that network.

If you’re all about getting things done, no matter how, maybe you should reconsider. Being cautious and learning to spot potential threats will become a key skill in the coming years.

Of course, “human detection” is not enough. You still need the right tools to catch threats and filter them out before they reach your system, which is something you can’t do manually, so don’t shy away from trying different security products to see which fit your needs better.

6. Using weak passwords and reusing them

This particular piece of advice should be plastered on every website and application ever!

Every data breach in the past 2 years has revealed, systematically, what weak passwords the compromised users had chosen. Passwords such as “123456” or “password” are at the top of the list every single time. You may have used these passwords yourself or maybe you’re still using them, which I hope you’ll change.

A poor choice of passwords is a big security threat to your data. Cyber criminals have the tool to hack NASA, so how long do you think it would take them to crack your security when your password is “password123”?

Jakarta. The Tourism Ministry will host a coordination meeting at Bidakara Hotel, Jakarta, on May 18-19 to sign agreements to develop a total of up to 100,000 homestays in tourist villages all over the country in the next few years.

This year alone, the ministry expects to build 20,000 new homestays.

Representatives from several ministries, developers, local administrations, non-governmental organizations and academic experts will attend the two-day meeting.

The key outcome for the meeting is to have the Ministry of Tourism and Ministry for Villages, Underdeveloped Regions and Transmigration — the key players in the development projects — to agree to kickstart the collaboration and set out the guidelines for it.

"The Tourism Minister and the Minister of Villages, Underdeveloped Regions and Transmigration will sign an agreement and set up guidelines for homestay development in tourist villages. We will also hold discussions with other stakeholders on the ideal locations for the homestays," Dadang Rizky Rahman, the deputy head of destination development and tourism industry at the Ministry of Tourism, said in a statement on Wednesday (17/05).

Both ministries have already agreed on 10 pilot locations to begin the long-term development. They will ratify the agreement at the meeting.

The Tourism Ministry has also joined hands with local property association Real Estate Indonesia (REI) to build the homestays.

"A memorandum of understanding between the Tourism Ministry and REI will be signed at the meeting," Dadang said.

The meeting at Bidakara Hotel will also include workshops on various topics related to tourism, ranging from funding schemes, land permits and homestay maintenance.

Epilepsy Care Group Singapore Awareness Association: Excessive brain cell growth after head injury bad for brain

New York, Sep 16 (IANS) Turning conventional wisdom on its head, researchers including one of Indian-origin, have found that the excessive burst of new brain cells after a traumatic head injury that scientists have traditionally believed helped in recovery could instead lead to epileptic seizures and long-term cognitive decline.

The findings published in the journal Stem Cell Reports suggest that memory decline after head injury may be prevented by slowing brain cell growth.

"There is an initial increase in birth of new neurons after a brain injury but within weeks, there is a dramatic decrease in the normal rate at which neurons are born, depleting brain cells that under normal circumstances should be there to replace damaged cells and repair the brain's network," said Vijayalakshmi Santhakumar, Associate Professor at Rutgers New Jersey Medical School in the US.

"The excess new neurons lead to epileptic seizures and could contribute to cognitive decline," she added.

Symptoms of traumatic brain injury can include impaired thinking or memory, personality changes and depression and vision and hearing problems as well as epilepsy.

About 80 percent of those who develop epilepsy after a brain injury have seizures within the first two years after the damage occurs.

While researchers who study epilepsy have started to look more closely at how preventing excessive neurogenesis (the birth of new brain cells) after brain injury could prevent seizures, neuroscientists have traditionally viewed the process as helpful to overall brain recovery, Santhakumar said.

Studying laboratory rats, the scientists found that within a month after experimental brain injury, the number of new brain cells declined dramatically, below the numbers of new neurons that would have been detected if an injury had not occurred.

When scientists were able to prevent the excessive neurogenesis which occurs within days of the injury with a drug similar to one under trial for chemotherapy treatments, the rate of birth of new brain cells went back to normal levels and risk for seizures was reduced.

"That's why we believe that limiting this process might be beneficial to stopping seizures after brain injury," Santhakumar said.

While the regenerative capability of brain cells, in the hippocampus -- the part of the brain responsible for learning and memory -- slows down as part of the ageing process, the scientists determined that the process that occurred after a head injury was related to injury and not age.
