He realizes that he must learn to let go of the past as people change. He forgives his brother, even though Antonio put him through a lot, as Prospero can be duke of Naples again. He no longer has any current reason to hate them, so he feels that he can forgive them now. He does not punish them as Prospero acknowledges that he was rough to them at the beginning when they first arrived. Propsero also will let go and not use his magic abilities again as a result of this. He does not plan to harm them anymore. He even planned to forgive since the beginning as well as he mentioned to Miranda that he did not plan to harm them anyways. His intentions from the beginning was to just teach them a lesson and regain what is rightfully his back. There is also a sense of very beautifully worded words. His words of describing  many beautiful scenes reveals his vulnerable side as he is known for his power of controlling others yet he revealed his weakness. He is willing to give up his power if he gains back what he has lost from the other conspirators. Which shows the emotion to be acceptance. The summary of this passage is that forgiveness is an essential value of life. He also has been planning to take revenge on the people who have done him wrong. Yet, he decides to be the bigger person and forgives them.
