         <description><![CDATA[<div>If you are in a car during a flood make sure you stay calm. Make sure you turn on your headlights so it can be easier for people to find you. Now once you've done that unlock your doors and roll the window down slowly and climb out the window then get to higher ground. Once you've done that call 911. If you can't do that then you have to wait until some water gets into your car so the pressure from the outside and inside of the car are equal. once you are able to open the doors swim to safety and call 911.</div>]]></description>

         <description><![CDATA[<div>The population of New Orleans, Louisiana is 391,495. There will be a 800 of these structures needed to fit the population. The people of New Orleans will know it's time to evacuate by a loud speak that gives emergency instructions all over the city. Also everyone's TV and phone will give them a flash flood warning. The instructions will be for the citizens to leave all items and escape to higher ground. From their they will be asked to call 911 and wait to get taken to a flood prof structure. If they are unable to they will have to safely look for one of the many flood proof shelters.</div>]]></description>

On that note what is holding it up to prevent water from getting to the structure is wooden stilts (popsicle sticks). Since New Orleans is one of the top flood areas this would be a great help there. </div>]]></description>
