The franchise is seen in such a bad light by the rest of the gaming community and there is very little good faith left that their wouldn't be a large enough increase in the player base to justify a new game.

Bungie is focusing on Marathon now and Destiny is being put to the wayside. After the downsizing and reorganization of the studio there isn't a team to be able to work on a new game. Also the entire studios future relies on marathons success to profit or else Bungie is likely to be fully absorbed by Sony.

If the game doesn't change enough then the entire community will likely abandon it and either quit or go back to D2. People hate feeling like they were forced to reset all there stuff for no reason. If the game is different enough and interesting enough and players see a reason logically or via the in game story they have to start over, it makes sense to restart the grind of getting loot in a new game.
