After Luke’s mom said that things could be worse Luke felt that it didn’t make him feel better.
So he didn't feel happier, he felt uncomfortable or sad.
The author is trying to show that Luke is sad and his mom is trying to make him feel better. But it is a sad situation.

Because Luke is the main character and it tries to tell you its main conflict in the book.
