Probably. Some people refuse to fight, so it makes things easier to solve.
I think that some problems are quite drastic so they might not be able to solve the issue so easily. For example if someone breaks someone's treasured possession it might not be so easy for them to forgive them.

3)No. Lots of fights happen due to bad communication and not listening to the other's point of view, causing it to be very hard to resolve easily or at all. On top of that, there are many arguements that are simply too dreadful to be solved, some grudges go too deep to be resolved.
