Norm referencing is when a student's overall percentage is compared with the overall percentage of all the other students of the same grade level. For instance a student has secured a 60% (an aggregate of all the subjects) and his score is compared to the average score of the same grade level which could be 80%. One student vs all the other students of the same grade.

It comprises the actionable steps towards the goal. It focuses on the quality and not the the completion of the task. Sharing of success criteria in the beginning of the lesson gives a clear direction to the students.

I will second Ms Foundation. It is comparing one student performance with the other students instead of comapring it with set standards. For example if Sarah scored 75 % she will be compared with it when students in the class who scored 60 or 85 % to identify either Sarah is passes, above average or average.
