      <description>Introduction: In 2003 the Federal Aviation Administration (FAA) recognized that their aircraft pilot education and training programs were technologically out-of-date. In addition to being out-of-date their basic educational methods, developed prior to World War II, no longer applied to the student aviators of today. The FAA also recognized that they were unable to develop a get-well-plan in time with respect to the safety of the traveling public. Therefore, the FAA, with a grant from their fiscal year 2003 Safe Skies Program, funded the FAA-Industry Training Standards (FITS) program, (FAA, 2007). The FAA offered industry and aviation oriented universities the opportunity to assist in redefining aviation flight education and training. The most notable of the universities volunteering to provide FITS assistance were Embry-Riddle Aeronautical University (ERAU) and the University of North Dakota (UND), two of the largest university level aviation training institutions</description>

         <title>Program Description: To respond to this situation the FAA rapidly devised a new program that bypassed the established FAA flight instruction curriculum. This new program, the FAA-Industry Training System (FITS) includes collaborative efforts from numerous aviation education institutions, real world classroom data collected from certificated flight instructors (CFIs), airlines and aircraft manufacturers. The
promise of the FITS program as the program of record to substantially reduce &amp;nbsp;aircraft incidents and accidents will be evaluated.</title>

         <title>Appendix A describes a basic logic model focusing on the what and why providing an impact in the form of aviation safety. The logic model follows the activities of two loosely related groups (large school instructors and non-aligned instructors) where each group provides output to the FITS program management for possible adoption as an Federal Aviation Regulation (FAR).</title>

         <description><![CDATA[<p>Focus Groups will be conducted with certificated flight instructors who do not teach at large aeronautical education institutions (non-aligned CFI). Access to this population is frequently available in groups of 20 or more. This evaluation is designed to target at least four groups of CFIs in geographically diverse areas. The data collection method used with this group has a low level of intrusiveness and a high availability of data.</p><p>Surveys will be used for the larger aeronautical educational institutions and in particular only the Chief Flight Instructor and the Assistant Chief Instructor will participate at each location. These surveys are planned to be conducted at multiple geographically diverse locations.  &nbsp;</p><p>The FAA FITS management group<span style="font-size: 13px;"> has significant amounts of archived data that can be used to further evaluate the FITS program. The evaluation design is a one-shot style effort that has a high level of external validity.                              </span></p>]]></description>

         <description><![CDATA[<p>When all responses are received the data listing is ready for further processing themes and patterns prior to coding and categorizing. Qualitative Data Coding assignments, Yes=2, No=1. Data does not link easily to a particular theory rather an established organizational goal. Concern: Receiving responses that are all over the map not allowing for a valid analysis. The qualitative content&nbsp;analysis using the questions vs. the categories with a careful eye on the coding sequence.</p>]]></description>

Does your professional flight instruction staff attend the Flight Instructor Refresher Programs conducted every 24-months as required by Part 61 of the FAR’s?</p>]]></description>
