In 1942 Britain was desperate because Japan and Germany seemed headed for winning World war 2.Stafford Cripps, who was a senior British minister,  who came to India with several proposals:
1: India wants to became union with full dominion status after the war with its own constitution. 
2: the states control by the princes were to be given the same status as the provinces.
3) Any state or province could Opt out of the union.
These proposals pleased no one, and more violence broke out. Muslims and congress were now so far apart that no agreement could take place. Congress wanted a full control of the Country and it was more than likely to get in elections because Hindus constituted more than 3 quarters of the population.
