         <description><![CDATA[<div>~Congress only have the power that Constitution grants it, so it is very often when Congress is denied to various sections because of the Constitution<br>~Some things that Congress can not do is like: creating public school system, require people to attend church, or set a minimum  age for marriage o driver's license.<br>~Yet, Congress does have the power to do various other things. <br>~Some ways that the Constitution gives them the power to do things is in three ways which are:<br>     ~expressed powers<br>     ~implied powers<br>     ~inherent powers</div>]]></description>

         <title>Strict Versus Liberal Construction:</title>

         <description><![CDATA[<div>~The reason why the Framers of the Constitution is like it was, was in order to create a stronger National Government.<br>~There was many people that opposed this which then created 2 sides:<br>      -Anti-Federalist: they believed that Congress should be able to exercise only expressed powers and only the completely necessary implied powers.<br>    -Federalist: They fought to adopt a constitution for their country.<br>~Most of the conflicts between the Anti-Federalist and Federalist was debating about how much power the Congress should have<br>~The strict constructionist were backed up by Thomas Jefferson (Anti-Federalist). They wanted the states to keep as much power as they can.<br>      -"That government is the best which governs least"<br>~The liberal constructionist were led by Alexander Hamilton (Federalist). This constitution would then bring a broad construction of the powers given to Congress. <br>      -They believed that the government needed "an energetic government"<br>-Eventually the Federalists won this debate. </div>]]></description>
