Virginia first juvenile drug court was established back in 1995 in the 23rd Judicial Court in the county of Roanoke. 80 out of 100 juveniles each year are engaging in drug activity whether it's possession, distributing or consuming. It has been a problem within our society as early as the 80's when the opioid epidemic was a high factor.

Possession of marijuana has been the main controlled substance that is being known as the crime. But also, has caused the crime to increased double than any other crime committed by a juvenile. It has affected in Fredericksburg tremendously especially within gang violence. There has been so many men dying over drugs and the lack of resources to help reform or bring justice.
