The EU has a great responsibility for the loss of biodiversity and the unstoppable increase in multiple threats, not only for the emissions and impacts produced in its own territory, but also for the activities of many companies in the chemical sector and Mineral Farms. The EU imposes a trade agenda to the countries of the South very aggressive with its environment and its peoples. This unequal relationship makes the EU have an ecological footprint that exceeds more than double its environmental capacity, and has contracted an ecological debt with the countries of the South by the plundering
Of its resources, the unrepaired environmental damage, the free or poorly paid occupation of its environmental space to deposit waste, the consequences that it is suffering due to climate change or the dumping of pollutants and the loss of food sovereignty.
The European Union has accelerated the process of biodiversity loss by prioritizing economic aspects against environmental and social needs, trying to turn the economy of the European Union into ' the most competitive and dynamic knowledge economy Of the world, capable of lasting economic growth accompanied by a quantitative and qualitative improvement of employment and greater social cohesion '.

Climate change is itself a certainty because of the scientific evidence that reveals it, the global consequences of it make it the greatest challenge facing humanity. The main effort on a global scale is focused on mitigating greenhouse gas emissions, which are, in the first instance, the main cause. The effects of global warming not only have a direct effect on rising temperatures on a planetary scale, but also other consequences: sea-level rise, reduction of continental ice layers, decrease of Arctic ice layer, Extreme climatic events (natural disasters), delocalization of precipitations and change of seasonality of the same...Alentejo/Extremadura for the geographical position it occupies becomes one of the regions of the planet with greater exposure to this phenomenon, for this reason, from the regional governments have developed a set of policies aimed at this end: change strategy Climate for Alentejo/Extremadura, strategy for the sustainable development of Alentejo/Extremadura, a document that constitutes a basic element of coordination of all the actions that make up the Social and political pact of reforms for Alentejo/Extremadura that represents a Commitment of the Alentejo/Extremadura society to achieve a model of long-term development that addresses the challenges of a globalized and sustainable economy, integrating the environmental, economic and social dimensions of sustainability, among which They find the challenges related to climate change and the climate change strategy of Alentejo/Extremadura 2013-2020.The fight against climate change and the development of a green economy, as well as constituting a threat, represents an opportunity to lead from a new paradigmatic approach, a new model of development based on the green economy. From this perspective arises the project Alentejo/Extremadura 2030 to agglutinate all the efforts in this purpose.Projections carried out around a series of models reveal a great impact of climate change for the region: increase in average maximum and minimum temperatures by approximately + 4 º C, decrease in annual rainfall by approximately 20%, Increased frequency of extreme weather events, decreased rainfall in spring, summer and autumn seasons and increased rainfall in winter. All of the above arguments justify the need to concentrate the efforts of the region in the fight against climate change – circular economy – green economy.

The Earth's climate is not a constant and static phenomenon, but has been continuously changing since the formation of the planet 4.5 billion years ago, responding to natural dynamic cycles. In the last century, these climate changes have accelerated as a result of the increase in greenhouse gas emissions caused by human activity since the preindustrial era. The increase of the concentrations of greenhouse gases in the atmosphere, means that much of the energy that the terrestrial surface emits after receiving the solar radiation is retained, contributing to the global warming of the interior atmosphere. This is what has been called climate change.Climate change is already an unquestionable phenomenon that, at a global level, could lead to an increase in average temperatures, variation in rainfall patterns and the increased incidence of extreme climatic phenomena such as droughts, Heat waves, torrential rains or hurricanes. These climatic variations could affect the physical and biological systems around the world, disturbing in a decisive way the human activity. The consequences of climate change will not affect all regions of the planet equally, but the impacts will depend on topography and geographical situation, with regions in warm and dry climates most vulnerable to Climatic variations, thus increasing regional differences in terms of natural and general resources. Hair so much, the potential impact of climate change is enormous; The rise of temperatures and the increased frequency of droughts, will lead to a decrease in water resources, affecting the decline of hydroelectric potential, summer tourism and crop productivity, in a greater Frequency of fire and in general, it carries risks to the human health because of the effect of the waves of heat and variations in the patterns of pests and diseases. In short, climate change is not only an environmental phenomenon but of profound economic and social consequences. For this reason, it is absolutely necessary to determine the evidence of climate change and its impacts on different sectors, covering the economic, social and environmental aspects of the same. On this knowledge base, it will be possible to design specific adaptation strategies, which allow a quick and effective management of a replacement, in order to reduce the vulnerability to the impacts of climate change.

The livestock and agricultural sector, are two sectors with great importance in Alentejo/Extremadura, not only because of the economic value of production, but because it is a source of employment and wealth, due to the great labor required for its Development. We have studies in the described the conditions that the possible changes will have on these two sectors. In the livestock sector, climatic variation shall have complex effects on the biophysical processes underpinning ecosystems, especially in the area of animal health and welfare, and in the field of livestock supplies. Similarly, given the important role that agriculture represents in Alentejo/Extremadura, it is necessary to work on the impacts in order to detect the vulnerabilities of this sector and promote appropriate strategies of action, so that promote new agricultural practices that are compatible with the climatic conditions envisaged, contributing to preserving and protecting the environment. The ecological, economic and social functions are just a few of the aspects that will be affected by the impacts on the forestry sector and biodiversity. We have studies that reveal the extreme sensitivity of these sectors to the natural factors as well as those derived from the action of Man. All the changes in these sectors will have a serious impact on the economy of the region, because it affects in a very direct way the natural capital, the biodiversity and the natural services that are provided.
