         <title>National Debts, Supremacy of National Law, Oath of Office</title>

         <description><![CDATA[<div><strong>National Debt:</strong> The US Government promised to take on all the debts racked up by the older, weaker national government of the Articles of Confederation.<br><br><strong>Supremacy of National Law:</strong> No other law passed by any of the states can trump the Constitution. If terms of a treaty ever contradict state laws, the terms of the treaty take precedence.<br><br><strong>Oath of Office:</strong> All government officials, elected and appointed, must swear an oath to support the Constitution of the United States. However, that oath doesn't need to be religious in nature, and the government cannot require its officials to pass any test of religious affiliation to take office.</div>]]></description>

         <description><![CDATA[<div>Article VII of the Constitution stipulated that nine states must ratify the document in order for it to be established, but it did not specify how each state was to form a convention, that was left up to the various state governments. By July 1788, nine states had ratified the Constitution in order for it to take effect.</div>]]></description>
