Governements have helped China grow because they have empires in which they form laws just like a normal goernment would, they just are like backup for some people in need. And they are like the overseers where they just organize everything that's going on. But some of them are different like the Shong dynasty, they were cruel to their people so they got overthrown by peasants since they were forced to build the great wall. Other dynastys like the Zhou dynasty used moral and ethical ways. The only bad thing about the  Gupta's was that one of the Gupta's  married a king's daughter for completly selfish reasons. Like, he would have a better army.
