He moved far away from his family for school, he cut himself off from the rest of the world in order to make this creature, he doesn't really talk to anyone for large chunks of his life. He inflicts isolation upon himself.
But in Chapter 24 and the last few chapters, the isolation was forced upon Victor. He was unable to chose whether he was isolated from his family or not- because they were all taken away from him. This forced isolation in the arctic forced Victor to realize what's important in life and what he did wasn't the best decision.

On the creatures behalf, he was forced into isolation his entire existence. From Victor abandoning him to being shunned by mankind, the creature really  perceived that it had no companion. But it wasn't until Victor's death that he realized that Victor was actually a companion. It may not have been the most healthy companionship- as they both hated one another and wished to kill each other- but it was still a companionship. It was like one of Tom and Jerry or even Harry and Voldemort. One can not peacefully exist without the other. They need each other to fulfill their destiny. Whether that's to mess with one another and endlessly chase each other (through the arctic) such as Tom and Jerry or be forever connected like Harry and Voldemort, the two were companions. He was able to learn how to live in the woods on his own as well as communicate and learn about the standards in society. When he wasn't able to find or receive a companion, that was when the creature became very hostile, aggressive, and angry. He blamed all of this anger on Victor because Victor was his "father." That's when the creature turned to murder and revenge. He killed William and Elizabeth, as well as many other innocent people. Once Victor died, the creature came to visit and felt nothing but guilt and grief. He felt absolutely horrible for all of the misery and pain that he has caused for Victor. The creature develops a vengeful and hateful side to him that leads him to be murderous and dangerous. The creature blames it on lacking a structure and not having to face laws. As we reach the conclusion of the book, the creature becomes apologetic and he shows remorse for his actions. Victor blames himself for the destruction around him but also put some of that weight on the creature. The creature feels guilty as well and after doing so much damage, is very regretful. The creature puts some blame on Victor for not raising him or giving him any compassion, forcing him to act out. At times, both Victor and the creature blame each other for their personal failures. When the Creature murders innocent people, he justifies it by saying that he was never taught anything by Victor and was never shown love. Victor justifies not taking responsibility by saying that the creature is a monster and is pure evil, regardless of his part in the creation. Both Victor and the Creature have moments of reflection, but their skewed interpretations of each other and the understanding of guilt and innocence differing leaves them both with justified feelings.
