         <description><![CDATA[<div>  According to John Locke natural rights were the key to keeping a government intact. In order for the government to serve the people in the most righteous way it could, it required participation from the people. The most important step for the government to function successfully and with peace the people had to voluntarily give their natural rights to the government. In return the government would provide stability and protect these natural rights.</div>]]></description>

         <description><![CDATA[<div>John Locke agreed with philosopher Thomas Hobbes that human nature was to be selfish, but he disagreed that the power would collect in the rulers brain. Locke said that the ruler gains authority through the governed. If unfortunately the leader did become too powerful the people had the right to over throw the government.</div>]]></description>
