Having a solid ally, Bismarck demonstrated his virtuosity by negotiating a revived Dreikaiserbund in 1881. He now had influence in St. Petersburg as well as in Vienna to prevent a Balkan war. In 1882 Italy, fearing French hostility, joined the Dual Alliance, making it into the Triple Alliance. On the surface Bismarck had triumphed. France had no allies for a war of revenge, and, for the moment, a Balkan war seemed unlikely.

Following Cavour’s death in 1861, Victor Emmanuel played a more direct role in government and despite setbacks achieved two notable triumphs: the acquisition of Venetia through war on the side of Bismarck’s Prussia in 1866, and of Rome after the withdrawal of the French garrison in 1870. The occupation of Rome as the national capital so antagonized Pius IX that he refused all overtures toward reconciliation, and no meeting ever took place between the two sovereigns; nevertheless, on Victor Emmanuel’s death in 1878 Pius permitted his burial in the Pantheon.

Dessalines continued many of Toussaint’s policies, including the use of forced labor on plantations to prevent reversion to a purely subsistence economy. In a series of actions meant to prevent any renewal of white dominance over the blacks, who formed more than 80 percent of the population, he confiscated land owned by white people, made it illegal for them to own property, and, perhaps fearing them as potential subversives in the event of another French invasion, launched a campaign of extermination against the country’s white inhabitants in which thousands were killed. Resistance to Dessalines and his autocratic rule grew among the mulatto elites. He was finally killed trying to put down a revolt under the mulatto leader Alexandre Sabès Pétion, after which Pétion and the black leader Henry Christophe divided Haiti between themselves.
