Supporters who liked the Constitution got votes by publishing a paper. The vote still ended up very close. A person who wrote it also had a process to make an amendment in it. In 1791, at least the minimum of states needed to make the Bill of Rights to go into effect. If someone breaks a small law, they shouldn't pay loads for it. You can bail someone but the court has to approve. Courts added these rules after this was made.
