- Weather interferes with satellite reception

- Slow reception when receiving info over phone lines due to heavy use - issues when it is above ground with weather
- Determining what information is required/useful for your customers
- cost of infrastructure
- Library or community centres are not necessarily accessible either (or may not exist)
- are there established infrastructure they can piggy-back onto?
- people buying into the need for information
