How are state and local legislative branches structured?

Every state has a state legislature that passes laws, sets the state budget, establishes state taxes and spending priorities, and acts as a check on the power of the governor and the bureaucracy. Most state legislatures only meet a couple times a year. Some every other year. But most of them are part time employees because these positions aren't highly paid. Every states legislature is set up like the federal legislature except for Nebraska. They are the only state to just have a senate. Every other state has a senate and a house.

How can citizens participate in state and local government?

Participating in local government is easier than it may seem. It is easy to go to a school board meeting or other meetings with the local government. Also, if the citizens don't show up to these meetings, sometimes the elected officials go to coffee shops, call your home to ask for surveys, or set up a booth at the county fair to get people to participate. These local governments then feed to the state governments.

How are laws created at the state and local level?

For state level, it is a lot like the federal governments way of making new laws. It goes through both houses. If it passes in both houses, then the governor gets to either sign the bill or veto it. Generally, bills are voted on in some sort of city council, then sent to the mayor. Since cities don't have houses to vote on bills, they have to do it this way in order to keep order and keep their citizens safe.
