We dont think this would work as in the outside world you dont get rewarded for everytime you do something well. it may even have the opposite effect as offenders may feel that they get better rewards inside the institute so they may re-offend.

The data may be bias as the data was collected by the cottage supervioser and counsellor rather than the researchers, this could result in favouritism.
Also, sometimes they were rated by cottage as a whole rather than individually. When they all had different IQ's and were different ages. This means if one person does wrong everyone suffers.

The sample used is not representative of the population of the United States at the time.
For example, the study's sample had a mean IQ of 75 - whereas the USA at the time (1975) had a mean IQ of 90.80 (U.S Census Bureau International Database, 2003).

Furthermore, the racial makeup of the country is not represented in the sample Hobbs and Holt have provided. 65% of the sample were black, whereas only 11% of the recorded population of the U.S.A at the time (1970) were black. This further shows that no matter the data provided by the sample Hobbs and Holt used, it can not be accurately extrapolated to a nation-wide scale.
