France saw this as an alliance with there enemy began to seize American vessels. This made the quasi war with French ships attacking American merchant ships. Adam sends diplomatic invoy to France with a convoy to protect the invoy. Two of the invoy were deported and one was able to stay France demanded money to even listen to a negotiation. This was a extremely disrespectful act to the country and to John Adam. John's response to this act was he went in front of Congress to ask them for money to build the American navy to attack the France he referred to the French diplomats as xyz. This lead to the quasi war with France. The rest of Adams administration is an ongoing naval conflict called the quasi war.

Federalist criticized John Adams for not being aggressive enough towards the French. The southerners stay on the side of the French. No one is on Adams side Hamilton controlles the federalist party. Hamilton controlles the high federalist and they want to go to war. And the south is pushing for peace. Media hatred and criticism would continue to belittle and encourge people to disobey the government and bash Adams for his weaknesses. John Adams response to the media's criticism was he made the alien enemies act, alien act and the sedition act. The alien act have the president power to expel any foreigner. The sedition act was criminalises criticism of the government. Federalist appointees in federal courts enforce sedition act in absurd ways. The people's response to the sedition and alien act was that they felt like their right were being striped. The leaders of the democratic and republican party their response was the Virginia and Kentucky Resolution. Jefferson wrote Kentucky resolution and Madison wrote Virginia resolution. In the Kentucky resolution let states nullify unconstitutional federal law. Virginia resolution told the states to protect their citizens against the laws.
