I think it was very successful because CWA sponsored primarily governments and every attempt was mode to fit the projects to the local people in need of work.

The Federal Funding was necessary because the government wanted to provide jobs for the people that didnt have jobs and couldnt provide for themselves also they provided for building bridges, fixing roads, and many other construction related projects.
