The general knowledge for this is that you need to have your content area mastered.
The skills associated with this is being creative and interesting.
I think it's assessed by how the teacher engages the class. We will gain this understanding through experience and learning different skills.
Engagement and Communication are two of the 4 main responsibilities of successful teachers.

Skills associated: creating lesson plans for children at all different levels of development, have strong observation of students

Understanding assessment: observe student teacher interactions, pass tests on human development, teacher has age appropriate lessons to suit their students
