The article shows that fraud (scams) consist of over half of the reported cyber crimes inside of India. The answer varies for every type of scam. For a tech support scam, you could get a virtual machine (computer inside of a computer) and set it up like a real computer would look like, then let the scammer connect to it and let them waste their own time proving there's a virus on the computer. One reason is that only foreign citizens are being harmed by the scam centers, and the police are putting their own citizens first. Secondly, there are so many centers that they wouldn't be able to take all of them down with the funding they currently have. The 3rd and final reason is that the insane amount of money the scammers are bringing in gives them power. Basically, they are bribing the police not to arrest them. People still fall for the scams because of an over-amount of trust for others. There are also people who waste the scammers time by baiting them into thinking they have a new victim, when really its just a waste of time for the scammer.
