         <description><![CDATA[<div>On August 19, 1914 President Wilson issued the Declaration of Neutrality. In the last paragraph of it it stated, "I venture, therefore, my fellow countrymen, to speak a solemn word of warning to you against that deepest, most subtle, most essential breach of neutrality which may spring out of partisanship, out of passionately taking sides. The United States must be neutral in fact, as well as in name, during these days that are to try men's souls. We must be impartial in thought, as well as action, must put a curb upon our sentiments, as well as upon every transaction that might be construed as a preference of one party to the struggle before another." With disregard to that statement the U.S. banks loaned more money than any other country. American loans were at $2.25 billion, $27 million to Germany alone. </div>]]></description>

         <title>The Arthur Zimmermann Telegram</title>

         <description><![CDATA[<div>As the war was raging on in Europe, America tried to stay out of the war. However, with German submarines, known as U-Boats keep sinking American ships, or ships with American passengers on them, the public opinion of joining the war or not began to shift in joining the war's favor. By 1917, Americans were asking President Woodrow Wilson to join the war. He was still hesitant until finally, when the German ambassador to Mexico Arthur Zimmermann sent a telegram to the Mexican government, promising that if they attacked America and joined the war with the Axis, it was intercepted by the British and was given to the Americans. The Americans were outraged and declared war a month later.</div>]]></description>

         <description><![CDATA[<div>Looking at the chart above you can see that at the outbreak of the war stocks started go up. This was due to businesses selling products to both the allies and the Central Powers.  When the U.S. entered the war the stock market went down as they always do when there is an event that involves America. The value of gold also went up after the war ended.</div>]]></description>
