Polonius is a possessive father. See originally we saw favoritism towards his son and more strict rules around his daughter. This scene reveals that in fact he distrusts both his children and wishes to control them in every way he can. This makes once question if he has any morals, as he doesn´t believe in his children´s freedom and would rather ruin their reputation than let them out of his control.

For all his posh wordplay, Polonius is almost childish in this scene. He plans to show Hamlet's lunacy by baiting him with Ophelia. He wants to show it by hiding a tapestry with the king. I don't know who is more foolish, him for conceiving the plan or the king for agreeing to it. In generally just seems to show that he isn't as intelligent as he wants to make everyone believe.
