This would mean that the 16% does not have the same opportunities as the other 84%. This is big in today’s society when it comes to everyday life. The internet is used for linking and communication every single day.
When you have access to the internet, you have access to more information that will help you in life. Most people turn to the internet for everyday questions and concerns about their livelihood. Without the internet you are not open to things that people with internet access are open to.
