This truce, although informal, was known as the Concert of Europe. This Concert ruled over the silver continent for one-hundred years, and it held because of two reasons. First, the balance of power, and second, fear. Fear that modern European armies would be too destructive for their own good. During the French Revolution, a law was decreed, which stated that the nation of France would devote its entire existence to war, and to fending off the reactionary tyrants of their neighboring countries. The results of this single decree changed how war would be fought forever. When explaining to the Emperor of Austria as to why France would ultimately be victorious Napoleon said, "You cannot defeat me, I lose 30,000 men a month" To give some context, had another other nation lost 30,000 men, in any context, their army would be debilitated, and their chances of winning whatever war they were fighting would be reduced to near zero.
