         <title>DRIVING LAWS IN THE UAE</title>

         <description><![CDATA[<div>The legal minimum age to drive in the UAE is 18 years of age and you also must have a full license from the UAE or from a approved country. You must also make sure that you have a full insurance covering the car and to have the papers for the car. vehicles are forced to stay on the right side of the road at all times. You must stop at red lights and go at green lights. If you pass a red light the fine can be up to 30,000 AED. Speed limits are on the side of the road and the maximum speed you can go on the motor way is 120 KM/H and the minimum speed is 60 KM/H. The UAE works on a 'black point' system were each offense is worth a amount of tickets. Receiving 24 black tickets causes the person license to be confiscated. In case of an accident no matter how minor, you must report it to the police and they must come and tell you what to do then.<br><br>-Hamaad Mahmud</div>]]></description>

         <description><![CDATA[<div>rules and regulations&nbsp;<br><br></div><div>Vehicles are driven on the right side of the road in Dubai.<br><br></div><div>While driving with children, it is prohibited for those younger than 13 years old to sit in the passenger seat, while children between the ages of 4 and 8 are required to sit on a booster seat. Seatbelts must be worn at all times and drivers must use handsfree sets if talking on their mobile phone.<br><br></div><div>New traffic signs have been introduced for tram safety and penalties have been introduced for running red lights at tram junctions (a fine as much as AED 30,000). Driving schools are offering ‘Tram Theory’ classes in the hope that the new regulations will be followed and that the roads become a safer, and as a result of the tram, less polluted.<br><br></div><div>It is imperative that all cars are roadworthy, insured and registered. For cars over two years old, a road-worthiness test is required annually. If wishing to drive a private car in Dubai, having a temporary or permanent license is necessary.<br><br></div><div><br><br><br><br><br></div>]]></description>

         <description><![CDATA[<div>In 2015 road accidents in the UAE are decreasing&nbsp;<br>To drive legally, you must be 18 years or older and be in full possession of a valid international driving license, a UAE license or a licence from an approved country.&nbsp;<br>You need to drive on the right side.<br>While driving with children, it is prohibited for those younger than 13 years old to sit in the passenger seat, while children between the ages of 4 and 8 are required to sit on a booster seat. Seatbelts must be worn at all times and drivers must use handsfree sets if talking on their mobile phone.<br>Driving licenses have a ‘black point’ system in Dubai. Points can be given along with fines for a whole manner of traffic offences, most notably however is speeding. If 24 points are gained in one year then the driving license will be revoked for at least three months. It is possible to undertake driving courses in order to reduce points, although this is only at the discretion of the police.&nbsp; &nbsp;</div><div>Driving whilst under the influence of alcohol incurs the greatest number of points (24) and penalties: your car will be confiscated and court proceedings will take place.          <description><![CDATA[<div>Article (1)<br>Individuals, companies, establishment and the public and private sectors<br>shall be banned from production, manufacture, formulation circulation,<br>import and use any of the following varieties of pesticides shown below<br>in the lists numbers (1, 3, 5) and attached to this decision.<br>- Pursuant to the Federal Law No. (1) for the year 1972 on the functions of<br>the ministries and the powers of the ministers and the laws issued In<br>amendment thereto, <br>- And the Federal Law no. (3) for the year 1987 on the issuance of punitive<br>law and the laws issued in amendment thereto,<br>- And the Federal Law No. (5) for the year 1979 on the agricultural<br>quarantine and the laws issued in amendment thereto,<br><br>The impact of this law revolves around the environmental practices that different groups and administrative establishments or companies can make. It limits different occurrences that can negatively affect the environment and increase the rate of global warming. A main part of this law is preventing the access use of natural resources, and emission of harmful gasses into the atmosphere. It regulates this by not allowing the production of the gases through any form of production without a valid license approved by the board of the U.A.E - the Minister of Climate change and the environment as well as the Minister of Energy-. In order to obtain a valid license; it is required that a full mission statement of the reason for the production of gasses is given to be looked over by the particular parts of the U.A.E's cabinet. <br><br>The main goal when the writing of this law took place; was to avoid the access emission of gasses that are both harmful to the environment and health of the U.A.E's citizens or residents. It has yet to be altered, due to the success in the regulation, and the decreased amount of gas emission that occur.<br><br>The mission report on this law has yet to be released due tot he infrastructure changes occurring through the government and the new "sights' that are being aimed for the U.A.E's development. The average life expectancy rate has increased by 2% due to these changes and many others.          <description><![CDATA[<div><br>A learning disability can be a genetic cause, birth defect, cause of an accident and can also be the cause of late development. There is nothing to control it and most countries are able to cater to different special needs requirements. In Dubai Special Needs children can come through disabilities such as dyslexia and being blind or deaf.&nbsp;<br><br>Recently in the U.A.E&nbsp; Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai has approved a new law to be passed regarding people with special needs and learning disabilities. This law focuses on protecting the rights of those with special needs. However Dubai itself as a city, does not have many features that helps those with disabilities. In comparison to countries such as the U.S or Canada, Dubai has some major improvements that can be made easily throughout hard work.&nbsp;<br><br>Dubai has already passed a fine over parking in a disabled parking spot without a proper reason. This shows a small step towards creating a fairer environment and surrounding for those that are disabled. In addition, Dubai can set up more schools such as the Dubai Autism Centre and Al Noor Training Centre for Children with Special Needs that already exists in Dubai. The more of these centers, the more help students can get especially since the availability of them would increase.&nbsp;<br><br>Another improvement can be with ramps on building and easy access through building with underground or hard to access parking.          <description><![CDATA[<div>In the UAE, Federal Law number 29 of 2006 mentions the laws concerning people with disabilities/special needs. The articles in this law include:<br><strong>Article (2)</strong><br>A person's special needs shall not be a reason to deprive him/her of their rights and services especially in welfare as well as social, economic, health, educational, professional, cultural and leisure services.<br><br></div><div><strong>Article (3)</strong><br>The UAE guarantees people with special needs the equality between them and people without special needs and non-discrimination because of special needs in all legislations as well as economic and social development programmes and policies.<br><br></div><div><strong>Article (7)</strong><br>The UAE guarantees people with special needs their right to expression and opinion using Braille, sign language and other means of communication, as well as the right to request, receive and communicate information on an equal footing with others.</div>]]></description>

         <description><![CDATA[<div>The regulation brings together cooperation among all concerned authorities in Dubai to provide health care services, therapeutic services, habitation and rehabilitation for people with disabilities, in addition to providing educational opportunities that are equal to those provided to their peers, the state news agency, Wam, reported.<br><br></div><div>The law stipulates providing full public services to people with special needs, including the use of roads, public transport, police and judicial services to ensure their integration within the community.<br><br></div><div>The law aims to ensure that people with disabilities enjoy all their rights, enhance their respect, preserve their dignity and protect them from all forms of discrimination or abuse , negligence or exploitation.
