What CTE is, is a degenerative brain disease that is caused by head injuries and repeated sub-concussive blows to the head over a period of time. Think of it as a tire. If you hit a large pot hole it can pop your tire, similar to a concussion. However, after that tire has been on the road a long time it wears it down, similar to sub-concussive blows.

Effects that CTE has on former NFL at a rate of an unbelievable 99% of deceased players and even some cases young as high school players which is at a lower rate because they are less exposed to to the same amount that occurs over years of playing.

Some rule changes that NFL has put in place to help protect players against helmet to helmet collisions in hopes that they will help lower the number of concussions. Which will then in turn, will hopefully lower the risk of having later in life problems.

-One rule change that the NFL made to address this issue is that they made touch-backs go to the 25 instead of the 20 yard line to encourage runners to kneel and reduce the number of high speed collisions that kickoffs create.
-Another rule change is if you hit a defenseless receiver or player at the head or neck area, it's an unnecessary roughness penalty resulting in 15 yards.
-Quarterbacks are very well protected from being hit by the officials and if they decide you didn't make a clean hit on a quarterback, they will throw a flag usually resulting in another unnecessary roughness penalty.

VICIS is a startup helmet manufacturer that answered the call from the NFL to produce better helmets to protect the players and league. They used the same mindset as car manufacturers to create the best helmet possible. With columns instead of foam or air padding allows it to flex and bend more to reduce linear head contact.
Link to video -->
https://www.youtube.com/watch?v=0hEbl1QhizA
