The Rehabilitation Act of 1973

This act prohibited the exclusion of those with disabilities in the classroom. Children with disabilities had the same rights to an education as those with out disabilities, in any program conducted by and funded by the federal government.

This law set the foundation for individuals such as Sady to be treated as a person with learning capabilities rather than a person with a disability.

Education for All Handicapped Children Act of 1975

This act established that school aged children with disabilities were entitled to free appropriate public education (FAPE).

Prior to this act children with disabilities were either homeschooled, put into an institution, or just set aside. Especially if the family could not pay for private tutoring. This Act made it a requirement that any child with a disabilities was given the same rights to a public and free education just as any other child.

Technology Related Assistance for Individuals with Disabilities Act of 1988

This Act was the first to define assistive technology devices and service, as well as mandating them. It also established federal funding for state schools. The states would submit a plan of support for their schools. Some setting up libraries where technology was free to borrow or access.

I see this as a huge jump in legislation for people with disabilities. In the late 80's and early 90's technology in the household was very limited to say the least. Specific technology like this would likely have been very expensive. This act afforded those with disabilities an open door to find the technology they needed in several different locations.

This act required all public buildings, including schools, accessible for those with disabilities through "reasonable accommodations." One good example of this is wheelchairs. This act also made it a requirement to make school busses accessible for wheelchairs as well as classes.

This act gave people like Sady the ability to go to school. The aid of transportation took a lot of stress off of the parents. As well as gave these students a feeling of independence, being able to get to class by themselves at times.

Individuals with Disabilities Act of 1990

This act rewrote the EAHCA of 1975 and renamed it Individuals with Disabilities Act. This act initiated the "person first" language. So in stead of saying disabled person they would be called a person with a disability. This putting the emphasis that they are people to, they are not their disability. This act also mandated that children with disabilities be educated at the greatest extent possible alongside their peers, introducing the Least Restrictive Environment (LRE) and provided all students with the assistive technology they needed to succeed.

This was another great mile stone. People with disabilities were no longer getting just the minimal education. They were required to spend time with their general education peers as much as possible and were given all the tools possible to succeed.

Individuals with Disabilities Education Act of 1997

Further defended and updated the previous Act. Authorizing additional grants for technology and developing the Individual Education Program (IEP) which helps to tailor education plans for individuals with special needs.

This continues the focus on the student as a person with goals rather than their disability. With the IEP's progress and requirements could be tract properly to suit the individual needs of the student.

Individuals with Disabilities Education Act of 2004

This law also known as the Individuals with Disabilities Educations Improvement Act of 2004, is just as it sounds. It is another amendment to the original IDEA law established in 1975.

This new legislation provides financial recourses from the federal government to State and Local Special Education Agencies. Thus, every child with special education needs in the public school setting can get the same advantages as only some could afford in the past.

Protecting those ages 3-21, this act goes beyond public school needs and also assists with preparing individuals with further education, employment and independent living.

This law goes far beyond what was once available. For someone with special needs who may have been denied services beyond, or even prior to, their school years now have the resources available at the state and local level to learn how to live independently and flourish.
