They wanted the Constitution to focus the power on state government. On the other hand the Federalist wanted the strong national government.  </div>]]></description>

         <description><![CDATA[<div>(42) The new powers aren't really "new" but revitalizes the powers already present. In other words, this means that the powers of the national government hasn't changed, but better applies them. Not making the government noticeably stronger still appeals to Anti-Federalists and Federalists, having the same amount of power in the Articles of Confederation, but helps Federalists by slightly increasing powers already existing.</div>]]></description>
